I’ve always been looking forward to reading Human Development Reports. They’re great source of information and a well of insights. This year’s report, Overcoming Barriers: Mobility and Huma Development, however, was a dismal. The number of fatalities from tropical storm “Ondoy” (international name Ketsana) has reached 246, the National Disaster Coordinating Council reported as of Sept. 29.
